Des Moines Resident Carol Whitmore Breaks Barriers as First Woman and Iowan to Lead Veterans of Foreign Wars

Historic Election Marks a New Era for the 126-Year-Old Organization

Carol Whitmore of Des Moines has shattered longstanding barriers by becoming the first woman and the first Iowan to serve as the national commander-in-chief of the Veterans of Foreign Wars (VFW).

 

Her election took place on August 13, 2025, during the VFW's 126th National Convention in Columbus, Ohio.

 

In her acceptance speech, Whitmore expressed profound gratitude and humility, stating, "Standing here today, surrounded by such incredible people—fellow veterans, families, and friends—I am filled with a deep sense of pride and humility."

 

She emphasized that this achievement honors all who have served in the armed forces.

 

Whitmore's military career spans over three decades, having served in the U.S. Army from 1977 to 2013.

 

She earned her VFW eligibility through her deployment in support of Operation Iraqi Freedom.

 

Her distinguished service has been recognized with numerous awards, including the Legion of Merit Medal and the Bronze Star Medal.

 

Beyond her military accomplishments, Whitmore is a retired nurse and an alumna of the University of Northern Iowa and Hawkeye Community College.

 

Her leadership within the VFW is extensive.

 

She joined the organization in 2012 at Post 9127 in Des Moines and has held various positions at the post, district, and department levels.

 

Notably, she served as the VFW Department of Iowa Commander from 2018 to 2019, achieving All-American status.

 

On the national stage, Whitmore has been an active member of the Legislative Committee, the General Resolutions Committee, and the National Council of Administration.

 

In 2022, she was elected as the designee for National VFW Commander-in-Chief for the year 2025, marking a historic first for both women and Iowans.

 

During her speech, Whitmore highlighted the resilience and strength of the veteran community.

 

"We have lived through adversity, we have faced challenges that many can't even imagine, and we've come out on the other side stronger," she remarked.

 

She underscored the importance of continued service to communities and the nation.

 

Looking ahead, Whitmore has set legislative advocacy as a cornerstone of her tenure.

 

She is particularly focused on the passage of the Major Richard Star Act, which aims to grant concurrent receipt for select combat-injured veterans.

 

"The [Major] Richard Star Act must pass this year," she asserted, emphasizing the urgency of honoring commitments to veterans.

 

In addition to her advocacy efforts, Whitmore is committed to supporting the mission of the Defense POW/MIA Accounting Agency (DPAA).

 

She acknowledged the pivotal role the VFW played in Southeast Asia during the early 1990s, facilitating the return of missing comrades.

 

To celebrate this historic achievement, more than 200 people from across the country are expected to attend a formal commander-in-chief homecoming event in downtown Des Moines later this month.

 

This event will honor Whitmore's groundbreaking election and her unwavering dedication to veterans and their families.

 

As Whitmore embarks on this new chapter, her leadership is poised to inspire and pave the way for future generations of veterans.

 

Her journey from a dedicated service member to the helm of the VFW exemplifies a commitment to service, resilience, and breaking new ground.
